Selling a trailer in Pennsylvania: what to know

Pennsylvania keeps trailers close to the car rulebook: every trailer used on a public road must be registered with PennDOT and carry a Pennsylvania trailer plate, and trailers over 3,000 lbs GVWR must also be titled. Heavier trailers and any trailer equipped with brakes face an annual safety inspection covering lights, tires, brakes and structure.

For a private sale that means the paperwork depends on the weight class. Under 3,000 lbs GVWR the trailer changes hands on registration and the bill of sale; above the line, the title is signed over too. Either way the bill of sale documents the price, the date and the as-is condition, and PennDOT will want proof of purchase at the counter.
